An extended version of the economic sections of Boulainvilliers État de la France, also published posthumously, in 1727-28. Here Boulainvilliers presents a critique of France's financial ills, with proposals for their remedy. Several of the 'mémoires' are still of particular interest, including the second, directed against the 'financiers' and proposing a state-treasurer's office, the third, against arbitrary taxation, the fifth, against excessive salt-tax, and the sixth, against disorderly financial administration in general. A French aristocrat and political and historical writer, Boulainvilliers was a great admirer of feudalism and 'feudal liberty'. First Edition of this account of the Foundling Hospital of London, incorporated by royal charter in 1739 "for the maintenance and education of exposed and deserted young children". Brownlow concentrates on the early connection between the hospital and the leading painters of the reign of George II. The annual exhibitions of pictures held there, which were organized by the Dilettanti Club, eventually led to the formation of the Royal Academy in 1768. Hogarth was one of the constituent members of the hospital, to which he and his contemporaries made numerous donations in paintings and sculptures. The present work contains an annotated catalogue of the donated art-works and biographical sketches of the artists, as well as a memoir of the founder of the hospital, philanthropist Thomas Coram, together with some of his memorials, including his proposal in 1735 for settling unemployed artisans in Nova Scotia. His efforts to solve the country's financial crisis and reverse the national deficit met with no success, and his proposal to establish a 'subvention territoriale', to be levied on all property without distinction, alienated the privileged nobles and the court. 'Monsieur Déficit', as he was popularly known, was dismissed from his post and exiled by the King on April the 8th. Five months later Necker was recalled to office by popular demand.
